Communication Officer

Position: Communication Officer 

Job Location: Marsabit 

Anticipated start date: Immediately 

Duration: one year with possibility of Extension 

Organizational Background 

Indigenous Resource Management Organization (IREMO) is an indigenous, nonsectarian, non profit, Non-governmental Organization registered in Kenya with the NGO Coordination Board.  IREMO envisions bridging the development and humanitarian gaps through increased  coordination, networking, lobbying and partnerships with local communities and partners.  IREMO is a community-centred organization which implements locally-led development  initiatives for long-term sustainable benefits. IREMO is focused to address the need to facilitate  and champion the target communities by empowering through integrated and nexus  programming built on positive traditional and modern practices to effectively utilize available  indigenous resources and enhanced sustainable livelihoods and development. 

IREMO works with the pastoral and agro pastoral communities in the County of Marsabit in  Northern Kenya. Specifically, IREMO works with remote communities whose operations and  targeting by other actors is minimal i.e. mobile pastoralists, rural and periurban communities  with less contacts with other agencies. In order to efficiently realize her objects, IREMO focuses  on SEVEN outcome areas in its nexus programming. Namely: Gender and social justice,  Governance and Democracy, Education, Livelihood diversification, Natural resources  Management and climate justice, Water, Sanitation and Hygiene (WASH) and Health,  Emergency Preparedness, Response, Recovery and Resilience, Peace building and conflict  resolution and Institution Strengthening. 

In order to fulfill its mandate, IREMO is looking for professionally confident, self-motivated,  experienced and committed team player to fill the position of 

Communication Officer.

Job Overview 

Communications Officers are responsible for creating communications content on half of an  organization. They do everything from write press releases to develop blog content and create  social media posts. They are also tasked with tracking campaign analytics and maintaining  digital media archives. 

Based in Marsabit reporting to the Programs Manager. The incumbent’s duties and  responsibilities will include but not limited to: 

Duties and responsibilities

  1. Communications 

Proactively identify and develop multimedia stories from the IREMO thematic areas that  have compelling narratives and reflect noteworthy achievements. 

Work with thematic program teams to collect background documents, data, images, and  video footage and connect to interview subjects. 

Assist in leveraging insights from data collected by the programs team to storytelling in  the digital world using influencers, channels, or emerging platforms. 

  1. Content Generation 

Create story content to showcase the impact of IREMO work. 

Develop creative and compelling ideas to keep IREMO conversations going and inspire  beneficiaries and funders. 

Implement ground-up advocacy campaigns to increase the IREMO brand. Develop regular key content for donor communication. 

Manage the day-to-day social media engagements. 

Develop, draft, and distribute IREMO publications to internal and external stakeholders. Lead in publishing IREMO Newsletter. 

  1. Editorial 

Maintain and update the IREMO digital repository. 

Build and maintain relationships with key media houses. 

Develop all media fact sheets and press statements for all thematic areas. Monitor IREMO’s public profile, draft press statements, and prepare content for press  conferences. 

Maintain and monitor brand integrity and editorial guidelines. 

Work with thematic areas and teams to copyedit and proofread reports and publications  as and when needed. 

Qualification 

Education: A degree in communications, development communication, journalism, public  relations, or a related field. 

Experience: 2 – 3 years of professional experience in communications, public relations,  advocacy and/or journalism preferably with a human rights and governance NGO.

A working knowledge of intermediate to advanced-level equipment (microphones,  camera, video, audio recorder), photography and/or videography experience is a plus. Experience in project management, collaboration, and relationship-building skills Superior English and or Swahili language writing, editing, and proofreading skills, with  focus and experience would be an added advantage. 

A good knowledge and understanding of national, regional and international human  rights law. 

A creative- able to write stories and bring them to life, a strategic thinker, with great  problem-solving skills. 

Ability to work collaboratively with fluid teams, networks, and beneficiaries irrespective  of their religion, ethnicity, class, or gender with a demonstrated commitment to high  professional ethical standards. 

Ability to use editing software (image, audio and video, post-production) with  experience with online platforms – content management systems for web and social  media. 

Proficient in Microsoft Office applications including, but not limited to Word, PowerPoint,  Excel, Teams, and SharePoint. 

Demonstrable experience in using graphic design platforms/programs such as Canva,  Adobe Creative Suite (including Photoshop, InDesign, and Illustrator) 

Experience using video editing platforms/programs

Procurement Officer. 

Job Overview 

The Procurement Officer is responsible for the efficient coordination and management of  procurement functions for IREMO’s office. Supply Chain works to rapidly procure Program  supplies, services and equipment, whilst ensuring standard processes and maintaining audit compliant records. The Procurement Officer will ensure that all purchases of goods and services  are done transparently, at the best available price, and in compliance with IREMO and donor  procurement policy and procedures. 

Based in Marsabit reporting to the Finance and Operations Manager. The incumbent’s duties  and responsibilities will include but not limited to: 

Key Responsibilities: 

  1. Procurement Planning 

The Procurement assistant is responsible for working closely with Procurement Manager,  internal and external collaborators to ensure effective procurement planning and preparation to  support program implementation. Supply Chain planning includes; – 

Preparing and implementing procurement plans. 

Implementing all IRC procurement SOPs. 

Collecting, organizing and analyzing data. 

Monitor supply market and conduct market surveys & analysis. 

  1. Procurement 

Responsible for implementing procurement plan & strategies and ensures all program  procurement needs are met on time in accordance with donors’ standards. This includes: – 

Support in development of procurement specifications. 

Processing approved Item forecasts through the procurement software (online Integra)  and ensuring data accuracy. 

Request for quotations / proposals. 

Participate in tender meetings & evaluations. 

Prepare bids analysis and other bidding documents for approval. 

Conduct discussions with suppliers, that is transparent and documented. Demonstrate value for money in procurement. 

Review procurement documents for accuracy before taking payment for approval.

3. Contract Management 

Accountable for handling contracts and supplier performance, to ensure that terms &  conditions, standard operating procedures are adhered to as provided by GSC. This includes: – 

Preparing and implementing contracts for recommended bidders.

Timely renewal of running contracts. 

Implement contracts against set performance indicators. 

  1. Supplier Management 

Responsible for handling supplier relationships and performance to make sure that there is  detailed record keeping as provided by GSC. This includes: – 

Maintain suppliers file and documentation. 

Documents supplier performance. 

Maintain supplier performance score cards. 

  1. Compliance and Ethics 

Assist in implementing donor rules & regulations for all procurements (including any specific  departmental procurement task assigned), Identifying and analyzing compliance risk in  procurement processes through: – 

Implementing due diligence for suppliers, this includes conducting reference checks,  supplier visits etc. Provide consistent and constructive support to other departments to  ensure compliance with policies and procedures. 

Identifying and reporting procurement red flags. 

Implementing internal and external audit corrective action plans (CAPs). 6. Reporting 

They will be responsible for preparing and submitting accurate reports: – 

Support with developing and updating the procurement plans (assigned) as required. Submit monthly list of commitments to Procurement Manager/Supply Chain Coordinator  and Finance. – Submit periodic Integra procurement tracking report for specific Grants  you’re assigned to. 

Key Working Relationships 

Position directly supervises*: N/A 

Other Internal and/or external contacts 

Internal-Regular relationships with program and Operations staff  

External: Vendors and Services providers. 

Qualifications 

Education- Degree in procurement, Supply Chain/Logistics management or any other  relevant field in Supply Chain.  

A CIPS Graduate Diploma will be an added advantage.  

Membership of Kenya Institute of supplies Management KISM is highly recommended. Work Experience: At least three years’ experience in a busy supply Chain/warehousing  context preferably NGO environment.

Demonstrated Skills and Competencies: 

Demonstrated success as a procurement leader within supply chain including planning,  procurement and logistics. 

Good collaborator and doer with effective interpersonal and analytical skills who is able  to work seamlessly across cultures, organizational units and suppliers. 

Knowledge and experience in procurement plans, strategies, market analysis techniques,  procurement and contracting. 

Good analytical and arbitration skills. 

Excellent skills in conducting market analysis and sourcing strategies. Ability to work effectively in a highly matrixed structure.

Job Summary:

The Project Officer Integrated DRR, Gender inclusion and El Nino Emergency Response in Marsabit County will monitor and report on all project activities in support of IREMO work serving the poor and vulnerable. Specifically, you will coordinate and monitor all emergency project activities within target wards of Kargi and Maikona in Marsabit County by ensuring use of technically appropriate implementation approaches and reporting, consistent with IREMO requirements. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. 

Based in Marsabit reporting to the Programs Manager. The incumbent’s duties and responsibilities will include but not limited to:

Roles and Key Responsibilities:

  • To lead the overall implementation of the project, including reporting, budget management and monitoring.
  • Establish and foster Partnerships in the respective counties to advance the project goal of enhancing resilience, health and rights for displaced populations and host communities.
  • Engage and manage CMDRR champions to ensuring the aspect of knowledge and skills transfer in both Eli Nino Emergency Response, Gender inclusion and DRR interventions.
  • Ensure that project champions and staff at the field level have necessary tools for implementation of the planned community work including relevant adapted project materials.
  • Maintain necessary communication to facilitate effective coordination for project delivery including coordination with various support departments for implementation (finance and programs)
  • Maintain budget and track project filed level expenditures/transactions.
  • Document learnings and experiences that can be shared on the IREMO social media platforms, weekly newsletters, quarterly publications and case studies
  • Assist in monitoring project activities, outcomes, and impacts, ensuring alignment with project indicators and targets and identify areas for improvement.
  • Prepare activity, weekly, quarterly and annual reports to communicate project updates and outcomes in a timely manner.
  • Support in strengthening partners safe guarding systems and conducting sensitization sessions on Complaint Response Mechanism Response (CRM) to project beneficiaries
  • Participate in the organization’s key events and represent the livelihood program in relevant foras. Collaborate with project partners to ensure the effective implementation of project activities in alignment with project goals and objectives.
  • Facilitate multi-stakeholder coordination, collaboration, and engagement among relevant actors including government organizations, educational institutions, private sector partners, and the project participants 
  • Timely coordination with Project Lead, finance and procurement departments to process requests, payments and track expenses ensuring compliance.

Requirements

Qualification, skills and Experiences

  • Bachelor’s degree in Project Management/social sciences or its equivalent.
  • 2 years’ experience in Emergency response/DRR programs preferably in arid/ semi-arid and marginalized areas
  • Demonstrated ability to work in partnership with local communities and County governments as appropriate.
  • Ability to represent IREMO at coordination meetings at county level
  • Ability to prioritize multiple work demands in high-stress environments and work effectively and efficiently with minimal supervision.
  • Advanced computer literacy and proficiency in Microsoft Office (MS Word, Excel, etc.).
  • Demonstrated commitment to respect, equity, diversity and inclusion including gender equality.
  •  At least three (1) years field experience, preferably with an NGO
  •  Strong background in training and commitment to capacity building.
  • Excellent planning and organizational skills.
  •  Project management skills including Project Monitoring and Evaluation and Reporting
  • Excellent written and spoken English.
